HC questions transfer of IAS officer despite stay order
The Punjab and Haryana high court has questioned the Punjab government's decision to take charge of the chairman, Punjab Board of Technical Education and Industrial Training, from IAS officer BK Srivastva even though the court had stayed his transfer order earlier.

The state government, vide its order dated April 20, had directed Srivastva to take over as financial commissioner, appeals. However, when he approached the HC, it had stayed the transfer order on April 23. Presently, the charge of board chairman is with SS Channi, principal secretary, technical education and industrial training.
The petition came up for hearing before the bench headed by justice Tejinder Singh Dhindsa on Monday. The bench said it was surprising on the part of the state government that despite clear-cut directions from the high court, it was not implementing the same. Justice Dhindsa directed the counsel appearing for the state to file a detailed reply on the next date of hearing, July 17.
The 1977-batch IAS officer had submitted that as per Section 21 of the Punjab State Board of Technical Education and Industrial Training Act, 1992, the minimum tenure of posting of a director was three years. However, he had been transferred just a month after taking charge as board chairman.
