BCCI opts for closed Indian Premier League tenders in transparency era

It has been learnt that the Indian Premier League Governing Council, in agreement with the Board of Control for Cricket in India’s (BCCI) Committee of Administrators decided to go for the ‘tried and tested method’ of inviting tenders.

Despite the Justice RM Lodha panel rejecting BCCI’s plans for closed bids and pushing for e-auction of IPL tenders last year against the wishes of top Board officials, the league’s Governing Council on Saturday decided to float closed tenders for the next IPL cycle.

The Lodha panel had pushed for e-auction of tenders or e-tenders to bring in accountability and transparency in BCCI administration. However, it has been learnt that the IPL GC in agreement with the Committee of Administrators decided to go for the ‘tried and tested method’.

A BCCI statement after the meeting said, “The IPL Title Sponsorship Invitation to Tender will start on May 31, 2017”. It also added that the Request for Proposal (RFP) for IPL event services contract will be floated on June 12 and the IPL media rights invitation to tender on the next rights period will start on July 17.

A source, who was a BCCI office-bearer till a little while ago, told HT recently that a number of media companies showed interest last year when the Board decided to float closed tenders. “However, the Lodha panel annulled that and told us to go for e-tender though we had received plenty of interest.”

E-auctions have become popular with the government after major scams were uncovered. The online process is said to bring in more transparency and lead to a competitive price war. Closed tenders mean inviting a select group of potential buyers to give their highest offers in writing.

IPL chairman Rajeev Shukla said in a statement, “The early announcement will also help the prospective bidders/service providers to prepare well.””

Head of the CoA, Vinod Rai, said: “I am confident about the process and would like to assure all prospective participants the highest level of transparency and accountability.”
