However, PTI has quoted Inspector General of Police (CID) MP Dwivedi as saying that it seemed there was an attempt to blackmail and threaten Joshi using forged electronic tools, as the report received from the forensic laboratory in Hyderabad opined that his photographs and the man in the CD did not match.

Joshi, who had quit as the party General Secretary in December 2005 in the wake of CD controversy, said in Delhi that the ‘clean chit’ to him ‘vindicated’ his stand that he was innocent.

“I came to know about my innocence through the media. Now, the truth has been exposed,” he said and alleged that in fact the whole episode was to ‘malign BJP and RSS through character assassination’.

The forensic lab report states, “The CD are compressed versions having pixilation, depicting the video, whose frame size is considerably reduced. They have multiple edit points with fade-in and fade-out of images, cuts and abrupt jumps due to digital manipulation etc.. and there is considerable discontinuity in the video clippings”.

The report says the date of creation of CD is December 12, 2005. In the CD, audio track was not recorded and no lip movement of the person was noticed. Scars, moles,  deformities, injuries on the body could not be observed for positive identification even after the video enhancement.

The report further says it is also noticed that two other male persons cross over in front of the camera. The face of the female was masked whenever her face was seen in the video.

It is observed that continuity of the scene is missing and it indicated CD did not cover uninterrupted incident. It is also seen that several areas have jumps, cuts, discontinuity and edition of the scene by digital manipulation. It is a compressed video clipping with reducing frame size.
