Stagnation remained a major issue causing frustration among the PPS officers as half the officers of 1980 batch have not been promoted to the IPS so far and successive governments have failed to redeem their promise of doing justice with them.

The issues will be raised before the CM at the association’s annual meeting scheduled to be held during the Police Week at the Police Radio Headquarters, Mahanagar. The CM will be the chief guest at the meeting. Association president Wasim Ahmad said the association would ask for 10 posts in the PPS from the scale of Rs 18,000-Rs 22,000 and demand increase in number of existing 15 posts in the scale of Rs 16,400-Rs 20,000  to 30 posts.

There were 65 posts in Rs 18,000-Rs 22,000 scale in the PCS cadre but none in the PPS and it was gross injustice to young police officers, he added.

Wasim said the association would remind the CM of his promise made to PPS officers in 2002 to post them as SP in districts which were yet to be redeemed.
As per rules, Wasim said, a PPS officer becomes eligible for promotion to the IPS after serving as Dy SP for eight years but the ground reality was that the PPS officers were not being promoted to IPS even after 26 years of service because of poor cadre management and callous attitude of the government towards them. Wasim also underlined the need for immediate ‘special cadre review’.

Yet another demand was to give PPS officers their due quota of 33 per cent posts of leave reserve in the IPS and to create more posts of additional SPs. He regretted that no DPC was being convened to fill the existing vacancies in which the PPS officers could be promoted and posted.
