Over 40 conditions for holding free and fair DMAT, being held online for first time in MP

These technical and logistical parameters have been suggested by high court for free and fair conducting of the DMAT 2015.

The court has directed the APDMC to allow the monitoring agency-Admission and Fees Regulatory Committee (AFRC)- and the independent supervising authority- an official from the National Informatics Centre (NIC)- follow the technical parameters suggested uninhibited.

Speaking to HT, ex-MLA Paras Saklecha, who had filed the petition in High Court seeking investigation into the DMAT scam, said that if the DMAT was held according to 40 parameters suggested by the court, it would ensure transparency in the DMAT to a large extent.

"But at the same time I am apprehensive about APDMC effecting all the changes honestly. I am studying all the suggestions one by one to see whether there are still in any loopholes, which could be misused. There are many students associated with me who would be sitting for the DMAT. They will give me feedback about whether all the changes were effected and whether there were any issues", he said.

Whether he agreed to the name of the private agency, which will organise the online test, being kept confidential, Saklecha said though he didn't agree to it initially, after court agreed that it should be kept confidential for ensuring transparency, he was fine with it.

Dr Ajay Goenka, a senior member of APDMC said that most the changes or technical parameters suggested by the court were part of the process for holding an online test. "So naturally we will be following all these technical parameters", he said. Dr Goenka said that nearly 20,000 candidates would sit for DMAT this year in 12 cities, including six cities outside MP. On when the test would be held, he said it would be held anytime in second half of September.

The DMAT 2015 was scheduled for July 12, 2015, but was postponed following the court order of July 9. Later on July 24, APDMC urged court to permit it to conduct the DMAT online through a private agency, which was allowed by the court with certain conditions.

15 main conditions / parameters for holding DMAT online in a transparent manner

1. Each examination centre should have fingerprint reader at main gate so that only those examinees are allowed whose fingerprint is stored in the server.

2. Biometric technology alongside with traditional password based technology should be used for securing server.

3. Each examination hall should have at least two CCTVs cameras with audio recording facility. This data should be uploaded to monitoring server in real time.

4. The result be declared within prescribed time or 15 minutes.

5. A firewall like software be installed in each examinee computer.

6. Every candidate attempts the examination from the recognized examination centre and uses only one computer (MAC address and also same IP address) throughout the examination time.

7. The software must provide for auto generated real time alert/report to the monitoring agency (AFRC) and independent supervising authority (senior official of NIC), if second entry (attempt to modify, alter, change the answer already marked), to enable them to verify on the basis of CCTV footage whether the second action has been done by the same candidate.

8. Once a question is attempted by the candidate, he should not be able to revert back to the previous question for making any changes. Similarly, real time auto generated alert/report must be generated by the software marked to the monitoring agency and the independent supervising authority, if the original entry/marking is changed, modified or altered from the different MAC address computer with same or different IP.

9. The monitoring agency and the independent supervising authority must verify the authenticity and genuineness of every discrepancy noticed from the auto generated alert/report, before declaring the results of the concerned candidate.

10. In case of malfunctioning of computer of any candidate, at the given examination centre, it can be changed in the same examination centre during the examination time, only after written prior permission of the authority at the examination centre allowing him to operate second (another) computer, for the reasons to be recorded contemporaneously therefor.

11. Results of candidates with any of the discrepancy referred earlier should be withheld till the verification process is complete. The verification to be completed not later than one week.

12. After examination time is complete, the software must be able to undertake auto-analysis of matching of the data of both the servers. If any discrepancy is found in the statistics of any particular roll number, then the result of such candidate should be withheld.

13. Examinee computer, local exam server and central server times should be synced through a mechanism.

14. When examinee is giving the exam the complete back-end activities and all the ports of the system should be disabled. The keyboard should be disabled while the examinee giving the exam.

15. All other programs except the online exam clients should be deactivated by controlling the inputs of the examinees. Only mouse should be enabled.
