44 % crime of 2013 remains unsolved in Pkl

The work out rate of Panchkula police for 2013 (till November 30) presents a poor picture with a total of 44 % of the total crime remaining unsolved. As many as 1,855 cases were registered in Panchkula district this year and only 1,040 cases could be worked out till November 30.

The workout rate of crime registered in 2012 was also poor and 37 % of crime had remained unsolved at the end of the year. A total of 1,638 cases were registered as on December 31, 2012.

In 2011, the workout rate of crime registered was much lower and 50 % of crime remained unsolved at the end of the year out of 1,388 cases.

2013: Workout rates in burglaries, motor vehicle thefts and thefts is lowest.
There have been 192 burglaries this year, up from 161 last year. But only 50 of them could be solved.

The work out rate is just 26 %.
There have been 293 motor vehicle theft cases in the district but only 61 could be solved leaving the work out rate at just 21 %. Last year 254 cases were registered.

As far as snatching incidents are concerned, 91 incidents took place. But only 37 of them could be solved with work out rate just 41 %. Last year, there were 62 cases.

In the theft cases, the record is the poorest. As many as 418 cases were registered but out of them 79 % remains unsolved. Last year, theft cases were 358.

There have been 17 robberies, one down from the last year, and 11 of them could be worked out this year. Out of 6 dacoity, 2 more than the last year, only 2 could be solved.

Cheating and forgery.
The cases registered for cheating were 87 this year and 78 % of them remained unsolved. Last year, 37 cases were registered.
For forgery, 37 cases were registered this year and just 18 of them got solved. Last year, there were 24 forgery cases.

Q: Though there have been number of instances where the police have solved crime incidents in few hours but as far as burglaries, snatching, thefts and motor-vehicle thefts the workout rate is quite poor.
CP: The figures can be interpreted in anyway. We have ensured free registration of cases. It has never been the case that a complaint has come and FIR is not registered. The statistics can be misleading. These are not good indicators. We have been dealing with much larger work now. The crime against women has seen much larger success rate. Though there have been failures too but we have been able to instill confidence among the general public regarding speedier working out of cases.

Q: What are the challenges for next year?
CP: The challenge will be plain policing for a nascent commissionerate. We have to meet people’s expectations. The policing will be put in fast gear.

Q: We have just around 500 men for the whole district. Why don’t we increase the force? It has been the same since the formation of the district.
CP: We will not crib about it (low manpower). We will manage with whatever force we have.

Q: Have we benefitted from commissionerate system?
CP: It has helped Panchkula district. White collar crime, frauds, domestic violence, dowry and sexual harassment are indicators of urban life and it is going up. These crime incidents need quick and comprehensive response. The commissionerate system gives added powers to the police which are always helpful.
