"The water controversy is being raised by the SAD-BJP government to divert the people's attention from basic issues. The ruling combine has miserably failed to fulfill the people's aspirations as all sections of society are in deep anguish over the malfunctioning of government," former Punjab chief minister and Leader of Opposition in the state Assembly Rajinder Kaur Bhattal told reporters in Chandigarh.
The all-party meeting called by Punjab Chief Minister Parkash Singh Badal here on Saturday had failed to reach a consensus after the Congress expressed its reluctance to meet Prime Minister Dr Manmohan Singh to discuss the river water disputes with the neighbouring states.
