Arora had submitted before the court that Angrez, a head constable posted at Barnala, was convicted of rape and sentenced to 10 years' imprisonment. Hence, he was dismissed from service and his departmental appeal against the dismissal order was rejected.

However, taking up Angrez's criminal appeal, the high court had later upheld the conviction and reduced his sentence to the period of imprisonment already undergone by him. Following this, Angrez filed a revision application before the department and he was reinstated as constable.
