"Prima facie reports suggest that the death of one person was not due to police firing. However, it is too early to comment, as the actual cause of death will only be ascertained after the post-mortem report. Hisar district magistrate, however, did not order firing," the minister said while making a statement on the floor of the assembly and later at a press conference.

The minister said the agitators on Tuesday indulged in stone pelting and injured police personnel. Nearly a dozen police personnel suffered injuries in the incident. Deputy superintendent of police Shamsher Dahiya suffered serious eye injury when he was attacked with a weapon, he said.

Accusing the INLD leaders and activists of triggering the agitation and destroying the peaceful atmosphere of the state, the parliamentary affairs minister said the violence could never be the solution to a problem.

"The chief minister has solved many issues by way of a dialogue. The opposition parties, particularly the INLD, were not able to digest it and were always on a look out to create trouble," he alleged.

Surjewala said that several miscreants, including INLD activists, have been rounded up by the police. However, he refused to divulge the exact number in view of the situation.

"The situation in Hisar is tense and events are unfolding. The chief minister exercised plenty of restraint and also directed the police to hold themselves back while dealing with the agitators," the minister said.

Elaborating on the background, Surjewala said the chief minister held discussion with a 26-member delegation of Jat Aarakshan Sangharsh Samiti thrice in Delhi, Kurukshetra and Chandigarh. It was unanimously decided that the agitation was not justified unless the Haryana State Backward Classes Commission present its report.

The members of the samiti informed the agitators about the decision and had urged them to quit the protest site.

"About three-fourths of had agreed to abide by the decision. INLD leaders, however, instigated the remaining protesters who refused to agree with the decision and decided to continue with the agitation," Surjewala alleged.
