No recommendation to solve Kashmir problem disappointing: APSCC

The All Party Sikh Coordination Committee (APSCC) today appreciated the interlocutors' report on minorities living in Jammu and Kashmir, but said that not recommending a solution to the main Kashmir problem was disappointing.

Reacting on the Centre-appointed interlocutors' report, which was made public by the union home ministry recently, APSCC chairman Jagmohan Singh Raina on Saturday said the report had highlighted the problems being faced by minorities in the state. "We appreciate the report, but have apprehension that this report will also meet the fate of earlier reports," he said.

APSCC welcomed the recommendation made by interlocutors on minorities' issues, particularly the Sikh community, Raina said. "Now the government has to implement them in letter and spirit," he added.

Raina said the problems being faced by the community were brought to the notice of Prime Minister Manmohan Singh, chief minister Omar Abdullah, governor NN Vohra and others in the central and state leadership, but nothing had changed in reality.

He said members of the Sikh community remained educationally backward and underdeveloped when compared to other communities due to lack of interest by successive central and state governments since 1947.

"We appreciate that now interlocutors Dileep Padgaonkar, Radha Kumar and MM Ansari have mentioned the problems in their report after meeting an APSCC delegation last year," Raina said. "Problems mentioned in the report include state subject, development issues such as education, jobs, special economical packages for agriculture and horticulture losses. Let us anticipate that some steps will be taken by the state and central governments to resolve these problems."

Issues of Pakistan occupied Kashmir (POK) refugees, Ladakh region, Kashmiri Pandits, Sikhs and other had been recommended in the interlocutors' report for a solution, Raina said. "We sincerely hope that now some practical work will be done to address these issues," he added.

Raina, however, feared that under technicalities, this report might also get "diluted" like other commission reports in the past such as Gajinder Gadkar Commission report, Devi Das Thakur report, Autonomy report and Sageer Commission report.

The APSCC chairman urged the Centre to initiate a dialogue with the Hurriyat Conference (HC) and other separatists as proposed in the report, besides hold inter-Kashmir and intra-Kashmir dialogue.

Raina said without a permanent solution of Jammu and Kashmir issue, there could be no permanent peace.
