As per the amendment in this Bill, the cut-off date for notifying the civic amenities and infrastructure deficient areas has been extended from June 30, 2009 to January 1, 2014 to provide essential civic amenities and infrastructure to the municipal areas deficient in civic amenities and infrastructure.

The Haryana Management of Civic Amenities and Infrastructure Deficient Municipal Areas (Special Provisions) Act was enacted on September 26, 2013 for providing civic amenities and infrastructure in declared municipal areas wherein construction has taken place on more than 50% plots prior to June 30, 2009. So far 875 colonies have been declared as civic amenities and infrastructure deficient areas in Haryana, the statement of objects and reasons of the Bill said.

However, it has been observed there was large number of colonies and areas which did not fill the parameters as on June 30, 2009. Subsequently, these areas had new constructions resulting in fulfillment of criteria later on. It has been felt necessary to give relief to people living in such areas. Now the cut-off date for notifying the civic amenities and infrastructure-deficient areas has been changed to January 1, 2014 to provide essential civic amenities and infrastructure to such municipal areas, the statement of objects and reasons said.
