Judicial magistrate Pradeep Synghal on Thursday dismissed the application moved by a Panchkula-based woman seeking directions to police to register an FIR against Haryana IAS officer SN Roy, accusing him of rape and harassment.

The order of the court comes as a major respite to Roy. The court dismissed the petition after the UT police submitted before the court that they were investigating the case. Police also told the court that they had even summoned the complainant but she failed to appear before the special investigating team (SIT).

Through the petition filed before judicial magistrate Pradeep Synghal, the 33-year-old, mother of one, had sought directions to the UT police to register the FIR under various sections of rape, intimidation and criminal conspiracy against the Haryana IAS officer, who was sent on leave by the government.

Taking up her petition, the court has summoned a report from the UT senior superintendent of police (SSP) and the station house officer (SHO) concerned giving details of investigations done so far on the complaint.

The victim had lodged a complaint with the UT police on April 13, but instead of registering an FIR, police formed a special investigation team (SIT). In her petition, the victim stated that he (Roy) was married and had two children, but told the victim that he was a divorcee. The victim, who had a dispute with her ex-husband, said Roy promised to marry her after a case against her ex-husband was decided.
The victim admitted that she had developed physical relations with Roy as he promised to marry her. In her statement, the victim had also stated that after she got pregnant, Roy got her pregnancy terminated. It has been alleged that Roy even threatened to implicate her in a blackmailing case.

Roy has also moved the court alleging he is being blackmailed by the woman, and all allegations and evidences submitted by her are false and baseless. His application will come up for hearing on June 4. In his application, Roy has stated the woman wants to extort money from him and, thus, is making frivolous claims.
