They later submitted a memorandum to the governor to apprise him of what they termed as "a threat to parliamentary democracy by systematically muzzling the voice of the opposition by the ruling Congress with the support of the speaker".

The INLD MLAs and the sole Shiromani Akali Dal MLA, who were suspended for the session for causing ruckus and disrupting the proceedings, wore black arm bands, raised slogans against the government and held a mock assembly with Mohammad Ilyas, the INLD MLA from Punhana, as the speaker and party supremo Om Prakash Chautala as the leader of the house.

Interesting scenes were witnessed as many INLD leaders, including Om Prakash Chautala and Dabwali MLA Ajay Chautala, who arrived late, sought Ilyas's permission to enter the mock house.

Many leaders, including state party president Ashok Arora, Sher Singh Badshami and Rampal Majra, sought Ilyas' permission to present their viewpoint, which mostly targeted the state government. Ilyas's mannerism, which he tried to match with that of speaker Kuldeep Sharma, left the participants in splits. He would pretend to be fair, but at the same time would lash out at the Congress.

The INLD MLAs raised various issues and demanded the dismissal of the Hooda government for allegedly sheltering former minister Gopal Kanda, an accused in the Geetika Sharma suicide case and action against officials and politicians in the Apna Ghar case.

After the mock assembly that lasted an hour, a delegation led by Om Prakash Chautala presented a memorandum to the governor, alleging that the assembly was, as a practice, being convened only to fulfil the constitutional obligation.

"The assembly, instead of being the forum for discussing public policies, had become a vehicle to approve the arbitrary decisions of the government and this nefarious goal was being achieved by suspending the INLD MLAs, including the leader of the Opposition, for the session, thus eliminating the voice of dissent and opposition," the memorandum read.

The INLD had tried to raise the issues pertaining to the alleged anti-people policies of the government, its corrupt and criminal deeds by using the parliamentary procedures of calling attentions and adjournment motions, though the ruling party, with the collusion of the speaker, who rejected the motions and created a situation to use it arbitrarily to suspend all INLD members, had prevailed, the INLD leaders said.

The memorandum held that Kanda had been named in the suicide case; therefore, the INLD had pressed an adjournment motion, the permission for which was denied.

Alleging the involvement of former minister Om Prakash Jain and chief parliamentary secretary Zileram Sharma and Ram Kishan Fauji in police cases, the memorandum urged the governor to dismiss the state government. It also pointed out the sexual abuse of minor girls at the Apna Ghar shelter home in Rohtak saying its in-charge was given official patronage at all levels.
