UT master plan to be notified by Oct 30, HC told

The information was submitted to the Punjab and Haryana high court on Monday during the resumed hearing of a public interest litigation filed by Chandigarh resident Gurbax Singh Shergill.

Master plan is a vision for the city’s development till 2031 and the Chandigarh administration has exhausted several deadlines granted by the high court for its completion.

It was informed that a meeting of the co-ordination committee of Punjab, Haryana and UT for development of Chandigarh as well as regional master plan was held on July 30 in New Delhi. It was decided in the meeting that the UT administration would forward the draft master plan of Chandigarh to the ministry of home affairs within a period of four weeks for obtaining necessary approval/advice.

However, the division bench comprising acting chief justice Ashutosh Mohunta and justice HS Sidhu granted two-month time to the secretary of union ministry of urban development to arrive at a final decision about the inter-state regional plan pertaining to Punjab, Haryana and Chandigarh.

During the arguments of the case, the court observed that the secretary of union ministry of urban development (MoUD), who is head of the co-ordination committee, had not fixed any time frame for conveying agreeable contours of interstate regional plan by both states as well as Chandigarh administration.

In the meeting it was decided that Punjab, Haryana and Chandigarh would list out the exact objections or difference of opinion that were causing delay in the formulation of the regional plan and forward the details to the ministry to take up the matter further. But the court said the co-ordination committee was constituted to break the deadlock over the issue between both states as well as Chandigarh and a decision should be taken expeditiously not later than September 30.

The court was informed that the co-ordination committee meeting on July 30 was also attended by KK Sharma, adviser to the UT administration; RC Gupta, principal secretary of Haryana’s town and country planning department; and A Venu Prasad, secretary of Punjab’s housing and urban development department.

The case would now come up for next hearing on October 6.
