The DDA was directed in March by the Lt Governor of Delhi Tejendra Khanna, also the DDA chairman, to repair and upgrade the old residential buildings. The order had come after the Hindustan Times carried a series of reports between February 22 and 26 on the appalling condition of the DDA colonies.

More than a month after the order, DDA has finally chalked out an action plan to begin the work. The upgradation work will be carried out in phases.

“The first phase of the upgradation of DDA colonies has been identified in which 5-6 places will be taken up,” said DDA spokeswoman Neemo Dhar. She said the façade of the buildings will be upgraded and walls will be painted. However, only the outer walls will be painted. “The estimate for the first phase of the work has been finalised.”

“The decision has been taken keeping in mind the upcoming Commonwealth Games,” she said. The first phase will be completed well before the sporting event in October and the remaining areas will be taken up subsequently.

DDA was asked to paint more than 3 lakh flats that it has built since 1968 and repair nearly 1,000 flats that belong to the not-so-well-off owners. The cost of the paint job alone is expected to be around Rs 30 crore. DDA is also expected to form a 50-50 partnership with upper-floor residents (first floor upwards) to build lifts.

In its series, HT had highlighted that the 3 lakh flats, home to nearly 12 lakh people, are in a dilapidated condition as common areas like outer walls, staircases and shafts are not taken care of by either individual owners or DDA.
