Docs to protest any creamy layer in OBC quota

Resident doctors across the country have threatened a massive protest if the creamy layer is included from the ambit of the OBC reservation, reports Jaya Shroff.

Resident doctors across the country have threatened a massive protest if the creamy layer is included from the ambit of the OBC reservation. Several political parties like the PMK, a constituent of the United Progressive Alliance (UPA), have raised a hue and cry on the Supreme Court’s decision to exclude the creamy layer.

The judiciary on April 10 upheld the law providing 27 per cent quota for OBCs in higher educational institutions but excluded the creamy layer, namely second generation beneficiaries like children of MLAs and MPs. The court had also hinted at no reservations in postgraduate institutes, for example the Indian Institute of Management on the pretext of ‘educational creamy layer’.

“We were happy the Supreme Court has decided to be fair by providing equal opportunity to all by leaving the creamy layer out,” says Dr Kumar Harsh, president, resident doctors association at AIIMS and member of Youth for Equality, a conglomeration of resident doctors from all medical colleges across the country.

“We are still waiting for a list of beneficiaries but in case the creamy layer is included, YFE shall carry out a wide spread agitation,” he added.

Dr Anil Sharma, another YFE member said, “We had insisted on having an ‘educational creamy layer’, which the Supreme Court agreed to and gave its judgment against reservations in post graduate institutes. If the government challenges that decision, we shall also approach the judiciary.”

The doctors said they will not allow the government to compromise on the quality of education and are discussing steps to take if the apex court indicates a change in its judgment or the government has their say in the inclusion of the ‘creamy layer’ or reservation in post graduate institutions.
