Mohd Arif, the proprietor, had brought the children from Bihar's Katihar district three months ago, the official said.

Arif was subsequently arrested and charged under relevant sections of the Child Protection and Regulation Act and Juvenile Justice Act.

The children were living in sub-standard conditions and not provided adequate food and shelter, the official claimed.
