20,000 new water connections in Gurugram are without meters

This was revealed after a meeting in this regard took place between MCG and HSVP officials in Chandigarh on Thursday. Officials of both civic bodies have consented to compete the transfer process and forwarded the proposal to the state government for final approval.

“Despite MCG taking over maintenance of HSVP sectors, residents are still paying their water bills to HSVP. Hence, both the agencies held a meeting over the transfer of water connections with HSVP chief administrator D Suresh and decided that the file in this regard will be sent forward to the state government for approval,” MCG executive engineer Amit Sandilya, who attended the meeting, said.

D Suresh could not be reached for comment.

On March 28, 2016, the state government issued an order directing HSVP to transfer all its 37 sectors, barring sectors 28, 29, and 57, to the MCG. While MCG took over the maintenance of sanitation, sewerage, roads, parks among other civic amenities from HSVP, transfer of water connections remained stuck.

MCG officials said that due to the pending transfer, there has been lack of ownership and accountability. It is estimated that 20,000 new water connections were given in this period, but the owners of these connections aren’t paying water charges to any civic body as water meters are yet to be installed leading to loss of revenue and water, both.

As per a senior MCG official privy to the matter, once the transfer is complete tenders will be floated to hire an agency that will be responsible for installing water meters at all new connections in HSVP sectors and areas falling within the MCG’s jurisdiction.

“The MCG will empanel an agency once the transfer is complete. The cost of the water meters would be borne by the owner of the establishment. The agency will offer the owner a choice between automatic or electromagnetic water meters,” the MCG official said.

As per MCG officials, a standard electromagnetic water meter starts from 700 while an automatic starts from 1500 onwards.

The official added that the municipality will also survey its areas, HSVP sectors and areas developed by realtors to ascertain the number of existing water connections and the number of establishments that do not have water meters. MCG has 33,000 water connections in the city, all of which are located in “old Gurugram”.
