Though RK Raghavan refused to comment on the matter, SIT sources said the final report would be submitted before a magistrate in two weeks.

A closure report is given when investigation into a case is presumed to have ended.

Veteran Gandhian Chunibhai Vaidhya told the media: "We have learnt from sources and media reports that the SIT is prepared to file a closure report against Modi and 62 others."

Mehta, who was a BJP member when he was CM but is not associated with any party now, has written to the chief justice of India, raising concerns about the way the Supreme Court-appointed SIT was "ignoring the evidence against the Chief Minister, senior police officials and others".

"As reported in the media, despite voluminous evidence and recommendations by amicus curiae Raju Ramchandran to prosecute the Chief Minister and his collaborators for the anti-minority carnage in 2002, the SIT is planning to seek closure of the case in its report," Mehta stated in his letter, which has been signed by activists.

Activist Prakash Shah said it was going to be 10 years since the riots and yet there was no justice for those who suffered.
