Centre has favoured setting up of river basin organisations (RBOs) for greater coordination on water sharing among various states and amicable settlement of disputes.
"In the larger national interest we want RBOs to be set up and discussions have been initiated with states", Minister for Water Resources Arjun Charan Sethi said here, adding that unless states cooperate it will be difficult to implement the concept.
Addressing a function of the Indian Water Resources Society (IWRS) on the occasion of the World Water Day, he said just like the proposal for inter-linking of rivers, RBO concept was also in its nascent stage.
Chairman, Central Water Commission R Jayseelan said guidelines have been framed in consultation with states for setting up the RBOs.
They would be set up initially on a pilot basis on some independent river basins, he said adding guidelines included a multi-disciplinary character for the RBOs.
Sethi said the modalities for setting up RBOs has been discussed at length with states since number of inter-state water disputes had risen and prevention was always better than cure.
He also called for judicious utilisation and conservation of water by the industry.
Sethi expressed concern over the declining per capita availability of water at a time when the scarce resource was needed to increase food production, poverty reduction and environmental sustenance.
