Decision eludes contentious issues

THE CHAIRMEN of Madhya Pradesh State Electricity Board (MPSEB) and Chhattisgarh State Electricity Board (CSEB) met here today with other officials from both boards to discuss long-pending issues, including distribution of assets, cadre management, pay scales and others that had arisen after the bifurcation of the unified board some years ago.

Deliberations on various matters were carried out and the officials expressed their respective ideas on solving the issues. “We exchanged some preliminary ideas and we would meet again for further discussions,’’ Chief Secretary and MPSEB Chairman Rakesh Sahni told the Hindustan Times after the meeting with his Chhattisgarh counterpart Rajeev Ranjan.

Sahni added the respective state governments would now deliberate on and discuss these ideas at their levels and future course of action would be drafted. “Decisions on these issues cannot be taken in meetings and more deliberations are required to come to any judgement,’’ Sahni pointed out.

MPSEB secretary P K Vaishya mentioned that discussions with the chief ministers and chief secretaries of both states were imperative before reaching any decision. “These issues are of complicated nature and there are some limitations on both sides,’’ Vaishya reasoned.

He stated the MPSEB had apprised the CSEB about its views and vice-versa. “As of now, there is status quo and a final decision on the issues would take more time and some more meetings,’’ Vaishya maintained.

Ever since the bifurcation of Madhya Pradesh and subsequent formation of two separate electricity boards in MP and Chhattisgarh, the issues of asset distribution, cadre management, pay scales and several others have been hanging fire.

The officials of the two boards met twice earlier too. However, there was no breakthrough on any of the pending matters. Distribution of assets of the unified MPSEB between the present MPSEB and CSEB has been one of the major issues of contention but no decision has been possible on it so far.

The O P Kapoor committee, formed to decide on the issues, had mentioned that the matter should be handed over to the Centre for a final decision.

Similarly, the disparity between pay scales in MP and Chhattisgarh electricity boards is also one of the crucial issues. Incidentally, CSEB is offering higher pay scales to its staff as compared to the MPSEB.

Meanwhile, on the issue of cadre management, it had been proposed that status quo would be maintained on the cadres of the personnel below line staff. It was, however, accepted that those line staff that voluntarily offer change of cadre would be allowed to do so.
