Delhi Cabinet sends fresh recommendations to UDM on MPD-2021

Amongst the recommendations are relaxed building by laws for the 44 resettlement colonies, increasing the floor area ration (FAR) in the group housing societies, reports Amitabh Shukla .

Not satisfied with the provisions in the draft Master Plan 2021, the Delhi Cabinet on Monday sent a new list containing 33 recommendations to the Union Ministry of Urban Development for incorporation in the MPD.

Earlier, the Delhi government had sent a list of 119 recommendations to the Centre. Some of them were incorporated in the draft while some were not even considered.

Amongst the recommendations are relaxed building by laws for the 44 resettlement colonies, increasing the floor area ration (FAR) in the group housing societies, specific provision in the MPD for vertical growth and permission for commercial activities on industrial plots on a 24 metre right of way.

The other recommendations are inclusion of more industries in the household activities like dal mill, sanitary goods, oil mill, soap making etc. It also wants that the building by laws in the walled city, urban villages and the unauthorised regularised colonies be taken away from the DDA. "The MCD in consultation with the Delhi government should decide the building by laws and the developmental norms in these areas," the note said.

The Cabinet also wants that the Delhi Transport Corporation (DTC) bus depots land to be freed. A portion of the land would be used for building low-budget hotels for the Commonwealth Games, 2010.

The Ministry of Tourism has earlier asked the Delhi government to use a portion of the land of the bus depots, at prime locations of the city, for budget hotels to supplement the number of rooms in the city for tourists.

Chief Minister Sheila Dikshit refused to comment on the new list after the Cabinet. Urban Development Minister AK Walia said: "We want to give more relief to the people of the city and have drawn a new list". He did not elaborate on why the government was still dissatisfied on the draft of the MPD.

Interestingly, the recommendations of the Cabinet have been made even though the state government has no locus standi on the subject.

The Urban Development Ministry may or may not incorporate the suggestions. Last week, the Group of Ministers on sealing and demolition, had authorised the UDM to make appropriate changes, if required, in the draft MPD.
