Colva police inspector Edwin Colaco said they have rounded up a dozen people.
The 27-year-old victim had arrived in India for an eight-day holiday from Munich, Germany, just a day before the incident along with a female friend, police said.
She was on a stroll at Cavelossim beach along with her 31-year-old friend, when an unidentified person allegedly molested her at the beach on Saturday.
Goa police, facing criticism for handling the case of rape and murder of British teenager Scarlett Eden Keeling, swung into action and rounded up dozen of persons based on the description provided by the victim.
The victim also helped police in drawing a sketch of the suspect.
According to her, a dark complexioned man with moustache and curly hair pulled her swimsuit when she was sitting in shallow water.
"There were no people around and my friend was much away from the scene when the accused appeared from nowhere," the victim, who works for German State Authority, said in her statement.
She refused to speak to the media on the issue stating, "I would speak only to the police and no one else. I want to enjoy my holidays here."
Investigating authorities said the incident occurred at an isolated stretch, which is usually used by the Indian Navy as a firing range.
