The Bill, which seeks to make education a right of every child in the age group of six to 14 years in the country, has been pending in the Rajya Sabha.
"The agenda of my ministry is to pass the Right To Education as soon as possible. Hopefully, it will be passed in July when Parliament meets," Sibal said at an Education Fair organised by Assocham.
The Right to Education Bill has been hanging fire since the last four years before being introduced in Parliament recently.
Sibal said providing access to education for all sections of society is the real challenge before the government.
"Today Muslims, backward groups and slum people have very little access to education. They do not have the economic resource to send their children to schools. So the major challenge is to provide access to education," he said.
Availability of teachers in remote and rural areas is another issue.
The government is also considering providing broadband connectivity to Panchayats through which education could be imparted.
