HRD Minister Arjun Singh scraps pre-school lessons
A proposed scheme to impart pre-school education to kids between 4-6 years, has been rejected by the HRD minister, reports Chetan Chauhan.
A proposed scheme to impart pre-school education to children between the age group of four and six has been rejected by HRD Minister Arjun Singh, saying it would not be possible for his ministry to implement it.
The Planning Commission had recommended a scheme worth Rs 2,000 crore in the 11th plan for universalisation of early childhood care and education (ECCE) as a new initiative under the elementary education sector of the ministry.
In a letter to the Commission head Montek Singh Ahluwalia, Singh said for the inclusion of any such scheme in elementary education sector, Article 21 (A) of the Constitution would have to be modified.
He added that academic and other aspects connected with pre-primary education are different from what prevails in schools. Such a scheme would jeopardise the ministry’s efforts to switch from quantitative aspects of Sarva Shiksha Abhiyan to qualitative aspects.
