Moreover, a sense of insecurity among women has further added to the woes of the state police, which have been desperately trying to improve the situation. Talking to Hindustan Times here on Wednesday, additional director general (law, order and crime) Padman Singh said there had been considerable control in cases of highway robberies and kidnapping.

Talking to Hindustan Times here on Wednesday, additional director general (law, order and crime) Padman Singh said there had been considerable control in cases of highway robberies and kidnapping. Anti-dacoity operations in the Chambal ravines during the last few months had been successful, he said. He, however, said, “Murders and crime against women are worrying most”. He said the overall crime situation was under control.

Singh added that big gangs involved in kidnapping industrialists had either been eliminated or nabbed. “But it has not served the purpose,” said an IG. He said a number of criminals carrying rewards on their heads had been eliminated, but the cop-goon nexus at the local level had worsened the situation.

He said there was no “specific criteria” for announcement of reward on criminals. “It depended on the whims and fancies of the local police”. “While petty criminals carry rewards of Rs 10,000 or Rs 5000, dreaded ones are roaming free with the connivance of local cops,” the IG said and added it had sent a wrong political message. 

DGP Bua Singh had recently summoned nearly half a dozen officers of ADG rank for a ‘brainstorming’ ses-sion to evolve a strategy to control crime so that people’s perception could be changed.

Apart from taking other preventive measures, the officers were of general view that ‘non-registration’ of FIRs had worsened the crime situation.

Moreover, incidents of police officers being taken on a “bonnet ride” by criminals in the State capital had dented the image of cops.

Immediately after installation of the Mulayam Singh Yadav Government in 2003 there had been an increase in the registr-ation of crimes. But later, the police started to “hide crime”, which has assumed serious dimension.

On the murder of a Cantt shopkeeper for protesting against eve-teasing, Singh said, “It happened because of slack policing”. The DGP headquarters today summoned SSP Lucknow GK Goswami and sought an explanation on the issue.

The grim crime scenario in Lucknow is causing concern to the ruling Samajwadi Party also. “The State Government’s developmental activities have lost all sheen due to the rising crime graph,” rued a senior party leader.
