AS A last resort, employees of the Kanpur Municipal Corporation (KMC) have filed a writ petition at the Allahabad High Court for the payment of their wages.
It was black Diwali and Id for about 6000 employees of KMC, who had not received their wages for the month of September.
Following a High Court directive imposing a ban on all payments, KMC employees had not received their wages for the month of September. It may be pointed out that the Allahabad High court had imposed a ban on all payments, including employees’ salary unless the civic body clears the pending dues of Rs 70 crore of its pensioners.
Enraged employees of KMC have claimed that between April and September 2006, the civic body received a grant of Rs 44.53 lakh from the State Government, but employees did not receive their wages.
Leaders of the KMC employees’ union have also made secretary, Urban Development and Municipal Commissioner of KMC a party in the writ petition.
Vice president of the Uttar Pradesh Safai Mazdoor Sangh Prakash Hazaria stated that KMC received funds from the State Government from April to September 2006.
“Despite having funds, salaries of employees were not distributed,” Hazaria stated. He said that it was for the first time that employees did not receive wages on the occasion of Diwali and Id.
Citing a State Government order, Hazaria pointed out that it had been clearly mentioned in the Government Order (GO) that funds available must be utilised first for the payment of wages to employees and then for any other purpose.
Accusing the municipal commissioner, Hazaria said, “No where the High Court in its order had imposed a ban on payment of salaries of employees.”
The High court had only directed the Kanpur Municipal Corporation to stop all development activities till pending dues of pensioners are cleared, Hazaria added.
Meanwhile, Municipal Commissioner Badal Chatterjee submitted a draft of Rs 3 crore during the hearing of the case at Allahabad High Court on October 27.
Chatterjee personally appeared before the court in an ongoing case relating to payment of pending dues of pensioners. While the High Court has fixed November 8 as the next date for hearing of the case.
