New policy unlikely to be implemented in totality

The new policy, a copy of which is with HT, has laid down a mandatory provision for contractors to issue parking fee receipts by hand-held electronic device to avoid overcharging. An official said that implementation of this norm is not feasible due to some technical reasons.

If it happens, the overcharging menace will continue to exit. Currently parking attendants are often found overcharging commuters by tampering with the manual slips.

“Contractors cannot use hand-held electronic devices as this option is not feasible. The battery of the device gets exhausted in three hours. All the new and old contractors will go by the existing manual way of issuing parking slips. The use of these devices has been a failure even in Delhi,” said Harshvardhan Bhadoria, parking-in-charge, Noida authority.

I have written a letter to the Noida authority CEO in this regard, Bhadoria said.

However, a senior authority official said all the contractors will be required to use the electronic device for issuing slips. “The policy will be implemented in its totality. The contractors will have to use the hand-held device to issue a parking fee receipt or else they will lose their contract. The policy will ease residents’ parking woes to a large extent,” said Manoj Kumar Rai, officer on special duty, Noida authority.

Under the policy, four-wheelers will be charged R10 for the first two hours and R5 for every additional hour, while two-wheelers will have to pay R5 for the first two hours and R5 for every extra hour. Besides, parking attendants will be required to wear uniforms and it will be mandatory to install boards displaying parking rates and complaint numbers. The new policy also ensures public conveniences and drinking water facility at each parking lot.

There are 42 authorised parking lots in Noida. The authority has identified 12 new parking sites in different sectors to meet the rising demand of parking space.
