The report was prepared after the President wrote to the Ministry asking it to submit its finding on the speech in which Babu Parmanand reportedly praised the Prime Minister and lashed out at the INLD government in Haryana and the Congress.

The President strongly feels that Governors should rise above partisan politics and at no time be seen to be favouring any political party.

The Haryana Governor had reportedly told a gathering of Dalits in Rewari on the occasion of Ambedkar Jayanti that Vajpayee brought peace and he should be supported.

Haryana Chief Minister Om Prakash Chautala was also unhappy with the reported remark and was to write to the President complaining about the same.
