RSS-backed govt plan to reshape northeast policy

On October 7, a low key but power-packed meeting was held in Guwahati which was attended, among others, by Ajit Doval, National Security Adviser, RN Ravi, chairman of the Joint Intelligence Committee and the interlocutor for the Naga talks, Krishna Gopal, the point person of the Rashtriya Swayamsevak Sangh (RSS) for the Bharatiya Janata Party (BJP) and Ram Madhav, BJP vice-president and general secretary.

“The discussions ranged from insurgency to illegal immigration but more importantly, a frank assessment of the ongoing peace process with the Naga and the Ulfa rebels and the means to resolve issues within a short time-frame,” a top government source told HT.

While Doval and Ravi are considered experts on the Northeast, Gopal, before accepting the present post oversaw RSS work in the Northeast and was based out of Guwahati.

Declining to label any such effort as a change in policy, one of the main participants in the meet told HT scathingly: “There is a policy change only if there had been a policy in the first place. Where was a proper policy for the Northeast since 1947?”

The policy, which if things go as planned, may be announced by home minister Rajnath Singh during the annual meet of director generals of police and other top security officials on November 21-22 in Guwahati.

Interestingly, the top cops’ meet has been being shifted for the first time outside New Delhi at the insistence of PM Modi who will also be attending the conference.
