The FIR was lodged under section 420 of IPC and a provision of the Motor Vehicle Act at Kavi Nagar police station in Ghaziabad on August 25, after regional transport officials forwarded a late night written complaint.
The application for the licence was received by the transport authority on July 20 and the licence issued the next day in the name of Mohd Fasih. This was cancelled only on August 9 after the incident came to light.
The police complaint was, however, only forwarded a fortnight later, on August 25. Regional transport Office (RTO) officials have clarified that Fasih was not present when the application for his licence was submitted. Three RTO staff members have also been suspended on charges of negligence.
“We have named Fasih as per the RTO’s complaint. Our investigation will bring out the involvement of people who managed to procure the fake certificates. We will be taking the statements of other people involved in the incident,” said Prashant Kumar, Ghaziabad police chief (SSP).
But so far RTO officials have not forwarded any complaints to the police against touts. “We have not received any complaint from the RTO officials. We will act only after give a written complaint,” the SSP added.
