State lost Rs 1,000 cr in project cost overrun

In its latest report, even Comptroller and Auditor General (CAG) mentioned that there were 436 uncompleted schemes involving capital expenditure of Rs 9,031 crore.

So tardy has been the pace of projects in the State that Bansagr project, which was to be completed in 1983, is still uncompleted.

The project was inaugurated in 1978 by the then prime minister Morarji Desai. The cost overrun is mostly prevalent in schemes of Water Resources Department, though Schemes in PWD, PHED etc. don’t fare any better either.

Sources in Water Resources Department said apart from Bansagar, Maan & Jobat , Bargi,  Rajghat , Mahi and Bhavantari projects are also other glaring examples of time and cost overrun.

Sensing seriousness of the matter, Chief Secretary Rakesh Sahni recently wrote to all senior officers.He said while reviewing work of various departments it has come to his notice that cost of many schemes increased considerably because the departments failed to complete them in stipulated time.

Sahni directed senior officers to ensure that special efforts are made to complete the unfinished schemes. He also directed all departments to prepare a comprehensive list of such schemes, which have exceeded time limit by one year or more, and try to find out reasons why these schemes were not completed on time.

The Chief Secretary further asked the departmental heads to prepare programmes to completed these schemes in the next fiscal i.e. 2006-07 and send a detail report with information about such schemes, reason of delay and cost overrun by the end of this month.

Detailed information about number of such schemes along with increase in their cost would be available only after all departments would send their reports to the Chief Secretary.
