Undeterred by the Opposition's noisy protests, the governor went on to enlist the achievements of the NDA government in his 27-page speech.
RJD chief whip Ramchandra Purve and CPI-ML (Liberation) legislature party leader Arun Singh also read out the parallel speeches criticising the government for its failure on different fronts.
In his speech, Bhatia asserting the NDA government's "irrevocable commitment" to Bihar's 'development with justice' said a number of measures including 50 per cent reservation for women in panchayati raj institutions, creation of mahadalit commission and several other welfare schemes for minorities have been undertaken.
The state was awarded the gold medal for launching a 'jankari' scheme under Right to Information Act, which had not only 'hugely' benefited the state but also inspired other states to follow suit, the governor said.
The government was now in a position to prepare its annual plan and implement it, Bhatia said adding that the annual plan outlay of Rs 13,500 for the current fiscal had been increased.
