During heated discussion on jobs for minorities in the state, Modhvadia said that it has been proved that this government is anti-minority and went on to say, targeting Gujarat chief minister Narendra Modi, that Supreme court had even said once that, "Nero of Gujarat was sleeping when the state was burning".
Parliamentary affairs minister of Gujarat Dilip Sanghani objected to Modhvadia's remarks saying that if he was levelling such an allegation, he should submit the proof or else apologise in the house.
Modhvadia then said that he would accept the challenge and would submit proof about Supreme Court's remarks.
This discussion took place during the question of Congress MLA from Kalupur Farooq Sheikh regarding how many youths of minority community had got themselves registered with state employment bureau and how many of them got jobs.
The Supreme Court in its judgement of April 12, 2004 in the Best Bakery case of 2002 had observed, "the modern day Neros were looking elsewhere when Best Bekary, innocent children and helpless women were burning and probably deliberating how the perpetrators of the crime can be protected".
The observation was made by division bench of justice Areejit Pasayat and justice Doraiswamy Raju while quashing the acquittal of all 21 accused in Best Bakery case and directed its retrial in a Mumbai court.
