IAS executive panel to take up cases of delay in granting NOCs

A 2015 batch IAS officer of state cadre, Thameem Ansariya, was till recently posted as joint magistrate in Banda. Ansariya though has not spoken on the issue, her colleagues have decided to take up the cudgles on her behalf. “Ansariya’s husband, also an IAS officer (not UP cadre), wants to come to UP on the basis of their marriage and has applied with the state government for NOC as per rules about two months ago. The state government is yet to give the NOC,” said a senior officer while confirming about the pending application. “Yes, the application for the NOC is still under state government’s consideration. We hope the issue is decided soon,” said the officer.

This is, however, not the only issue that some young IAS officers propose to raise at the association’s meeting. The state government has also kept on hold requests of some officers to go on deputation to the Centre. “We understand some officers have applied for central deputation. The government is keeping such requests on hold on the ground of shortage of officers,” said another officer.

Another issue is related to delay in giving posting to young officers. “A young IAS officer Alok Yadav has remained attached to the state appointment department for the past few weeks and no posting is being given to him,” said another officer. Yadav was not available for comments.

“A video showing the officer telling people to take their complaint to chief minister has come to the state government’s notice. So, we just decided to verify the contents of video and wait for some time to give a posting to the officer,” said a senior government officer.

This is, however, not for the first time that the government has delayed NOCs, or delayed deputation of officers for no reason-- call it arm twisting by political masters to settle their scores or the division of bureaucracy on political lines.

Significantly, the association had discussed the issues concerning officers at the annual general meeting (AGM) held on December 15 last year. It takes issues concerning officers of its cadre after a gap of a few months again. Officers, however, agree that there have been instances of such delays in the past too.

“The Akhilesh Yadav government too had delayed NOC to former union secretary VS Pandey when he applied for deputation to the Centre. Pandey, who had led a campaign for identification of three most corrupt IAS officers in the state, approached the Supreme Court to get the NOC,” said another officer.

Asked to comment, a senior officer of state government said no major demands of the association were pending with the state government. “It is for the association to discuss issues concerning its members,” said the officer.
