Top babus told to be ready with information for new ministers

The state bureaucracy is all set to welcome the new government. All departments have prepared presentations comprising information on ongoing projects, status of the schemes, challenges and other projects that can be taken up.

In a meeting convened by chief secretary Swadheen Kshatriya last week, secretaries heading the departments in the Mantralaya were directed to prepare presentations for the new ministers.

The department heads have also been told to follow the manifesto of the Bharatiya Janata Party (BJP) while preparing their plans.

“The presentation will include information about the ongoing schemes, information about the central funding, and the challenges they are facing. The presentations are ready with the department heads,” Kshatriya told HT.
The financial condition of the state, however, will be a major concern for the state government. The state is reeling under a debt of more than Rs3 lakh crore.

Exorbitant spending on populous schemes and local area development funds by the previous government ahead of the Assembly elections have further deteriorated the financial health of the state exchequer. This is likely to affect the implementation of future projects.

Apart from details on current projects, the departments have also been asked to identify potential sources of revenue generation.

“We have been anticipating the priorities of the new government. It is clear that development will be of importance for the new state government. Hence, all departments are chalking out schemes to introduce in the near future,” said an IAS officer.

The officers have also been directed to study the projects that Prime Minister Narendra Modi may have shown interest in, as they are expected to be given priority by the state government, which will now be led by Devendra Fadnavis.

The officer said the water resources and power departments have been asked to prepare a plan suggesting major reforms, to avoid the mistakes committed by the previous governments. The BJP, as the Opposition party, had protested against the irrigation scam and shortfall of the power in the state.
