Dhingra panel completes probe, to hand over report to Khattar today

GURGAON: The Justice SN Dhingra commission of inquiry, set up in May 2015 to probe the alleged murky land deals by developers in Gurgaon, is set to hand over the report to Haryana chief minister Manohar Lal Khattar on Thursday.

Justice (Retd) Dhingra said he studied about 250 files pertaining to over hundred licences, change of land use and layout plans and questioned 26 senior bureaucrats at a special court in Gurgaon.

The one-man panel was set up by the Khattar government to probe issues pertaining to grant of development licences to companies including M/s Sky Light Hospitality owned by Robert Vadra in Gurgaon’s Sector 83. The panel was given six months to complete the probe.

Since the scope of inquiry was later widened from one sector to more (78 to 86) on the request of the state government, the term of the commission was extended by another six months from December 8, 2015, to June 7, 2016. It was in June again that the commission sought another extension of three weeks up to June 30.

Interestingly, the commission never summoned developers or Haryana cadre IAS officer Ashok Khemka, who had cancelled the mutation of the land owned by Vadra.

However, Justice Dhingra had questioned former Haryana CM Bhupinder Singh Hooda who did not appear and sent his counsels to the court with documents.

On Wednesday, Justice (Retd) Dhingra said, “I have completed the inquiry and would seek an appointment with the Haryana CM on Thursday for handing over the report to him. If he agrees to meet me, I will hand over the report to him.”

The commission had also questioned IAS officer and UPSC member Chattar Singh who was the former principal secretary to Bhupinder Singh Hooda.
