Pandey secured the all-India 14th position in the 2012 Union Public Service Examination (UPSC), considered among the toughest competitive exams in India to select the country’s top officials.

The body was found with the head severed from the torso.

Police said Pandey was identified from official documents found on the body. A note was also found on him with mention of a “detailed suicide note” in his bag at a hotel room.

“I am committing suicide out of my own volition...,” police said quoting Pandey’s handwritten note found on the body.

“I am committing suicide in district centre area of Janakpuri in west Delhi...by jumping off the 10th floor of the building. I am fed up with life and my belief in human existence has gone. My detailed suicide note is kept in a Nike bag in room 742 of a five-star (name withheld) hotel in Delhi. I am sorry, I love you all! Please forgive me,” said the note, according to Senior Superintendent of Police H N Singh.

Pandey had checked into the posh Leela Palace Hotel in Delhi during the day on Thursday. His body was recovered from the railway tracks at around 9 pm by a team of Government Railway Police (GRP).

Investigators said they were yet to ascertain the motive for the alleged suicide but sources said marital discord could be a reason for ending his life.

“We have informed his family and roped in forensic teams to collect evidence from the incident spot,” said Ghaziabad Ghaziabad district magistrate Ministhy S.

In a condolence message, Bihar chief minister Nitish Kumar described Pandey as a “efficient administrator and sensitive officer”.

“Mukesh Kumar Pandey’s death is a very heart-rending incident. He was an efficient administrator and a sensitive officer...May his soul rest in peace,” Kumar tweeted.

A resident of Bihar’s Saran district, Pandey joined as the district magistrate of Buxar on August 4. His wife and daughter were yet to shift to to Buxar.

He was earlier posted as deputy development commissioner at Katihar. His first positing was as sub-divisional officer, Balia, in Bihar’s Begusarai district.

Sources said Pandey was married in 2014 into a prominent business family, which has a car showroom in Patna.

After his matriculation and higher secondary education in Assam, Pandey graduated in English from Guwahati’s prestigious Cotton College.
