Bihar babus get prize posting in retirement

The latest instance of a top bureaucrat getting a post retirement assignment is outgoing chief secretary Navin Kumar, who has been appointed as the director general of the newly set up Centre for Good Governance (CGGS). Kumar will be retiring on August 31 and would join the new post soon after.

The appointment is not an isolated case, as previously, former chief secretary Ashok Choudhary, who supernatuated in 2007, immediately got appointed as chairman, Bihar Public Service Commission (BPSC) and was later appointed as chief information commissioner.

The same happened with former chief secretary R J M Pillai, who got appointed as chairman, BPSC, after retirement and was also recently appointed as chief information commissioner.

Said, a senior retired bureaucrat, seeking anonymity, “It is not that IAS and IPS officers were not given assignments in the government post retirement before. There are many such instances. But, of late it has become a sort of trend”.

V S Dubey, a former chief secretary of Bihar and Jharkhand, was appointed as chairman of the administrative reforms commission (ARC) and vice chancellor of Nalanda Open University, soon after he retired.

Even the opposition feels, the state government has started a wrong trend by accommodating retired officers in key government bodies. “It appears, the government is making such appointments to reward officers, who presumably have good equations with the government.

Otherwise, what is the logic of appointing officers to key posts just days after their retirement,” said leader of the opposition Abdul Bari Sididiqui. He also said the ‘trend’ would demoralise the morale of those officers who do not toe the line of the government.

He also raised a question mark over the necessity of the CGGS when there were a few institutions existing to evolve ways for good governance” “It is a waste of public money”, he added.

Admittedly, the list of babus bagging big posts after their retirement in between 2006- 12 is long. Former development commissioner S Vijay Raghavan was appointed as advisor to the chief minister while former development commissioner K C Saha took VRS and later was appointed as chairman, BPSC.

In 2006, another development commissioner, G S Dutt, also took voluntary retirement from IAS to join as state election commissioner. Former home secretary Hem Chandra Sirohi was also appointed as state election commissioner last year.

Earlier, U N Panjiar took over as chairman, BERC, before which another retired IAS officer, B K Haldar, held the same post.

In the IPS, former director general of police (DGP), Neelmani and former additional director general of police Rajyavardhan Sharma, who retired last year, were accommodated in government bodies post retirement. Earlier, former DGP R R Prasad, who died last year, had a stint as a member on the state human rights commission after retirement.
