A child drowned in the water tank behind the Rose Garden and adjacent to Joggers' park here after he slipped into the tank accidentally while playing.

The incident occurred at about 12 noon when seven-year-old Navdeep Singh, a Class 4 student of MSD School and resident of Guru Gobind Singh Nagar, Balla Ram Nagar, was playing cricket with other children in the locality.

The ball fell into the tank and Navdeep crossed the boundary wall around the park to retrieve it. In an attempt to bring out the ball, he slipped into the tank and drowned. Personnel of the national disaster response force brought Navdeep out of the tank but he was declared dead by doctors at the civil hospital.

Though a fence has been erected around three out of the four water tanks owned by the Punjab Water Supply and Sewerage Board (PWSSB) after Bathinda Development Authority (BDA) developed Joggers' park, there is no fencing around the tank in which child fell.

Chief administrator of the Bathinda Development Authority (BDA), Varinder Kumar Sharma, said BDA had erected a fence around three tanks around which Joggers' park had been created. He added BDA had handed over the park to the Municipal Corporation of Bathinda (MCB) and the urban body was responsible for managing the affairs.

Superintendent engineer of MCB, BD Singla, said the Punjab Water Supply and Sewerage Board owned and managed the water tanks and the MCB could only erect a fence if it received any request from the board authorities.
