Himachal Pradesh varsity EC passes Rs 130-cr budget for next fiscal

Himachal Pradesh University on Saturday passed the budget of Rs 130 crore for 2014-15, which is Rs 10 crore more than the current fiscal with Rs 23-crore deficit.

In the first special executive council (EC) meeting held on the Himachal Pradesh University campus, it also underlined the deficit of Rs 23 crore as the state government had allotted only Rs 69 crore against its demand of Rs 95 crore.

Of the total Rs 130 crore, Rs 38 crore would be mobilised through HPU's own resources, including student fees and other charges.

Participating in the debate, EC member Varyam Singh Bains said the HPU had sought assistance of Rs 95 crore from the state government but the latter okayed Rs 69 crore, only Rs 4 crore more than that of allocated in current fiscal.

HPU vice-chancellor ADN Bajpai said the university had passed a budget of Rs 120 crore for 2013-14 with a deficit of over Rs 14 crore.

In the special meeting, the EC also put its stamp on deputation of BK Verma from the college cadre. However, this decision has invited flak from the student outfits.

The Student Federation of India (SFI) dominated Student Central Association (SCA) general secretary Piyush Sewal said there was already shortage of teaching staff in the college. "The university administration is deputing teacher on political considerations and worsening the situation as colleges are running short of staff already," he said.

The EC also approved improvement in division in under graduate classes for eligibility to teaching eligibility test (TET).

Providing a relief to the teaching and research staff of Indian Institute of Himalayan Studies (IIHS), the EC approved recommendations of the finance committee for IIHS research staff under the self-financing scheme. Earlier, the HPU executive council had constituted a committee under the chairmanship of Bambar Thakur, Bilaspur legislator, who is also EC member. The committee discussed this matter in its three meetings and submitted its report to the vice-chancellor as well as executive council. The council had already accepted and passed all the recommendation made by the committee.

The executive council of the university also approved to activate Dr YS Parmar Chair established in the name of the founder of Himachal Pradesh.

Himachal Pradesh University vice-chancellor ADN Bajpai said the university had received grant of Rs 69 crore, which is Rs 26 crore less than what it had sought from the state government by the university. He said, "We are working towards the student welfare and the deficit has increased due to our expenses over the education infrastructure."
He added that the budget is Rs 10 crore more than that of the current fiscal.

What SCA says
Student Central Association general secretary Piyush Sewal said the HPU had passed budget of Rs 130 crore but how much would be spent on student welfare it remains to be seen.
"Issues relating to student welfare are still same and unsolved," he said, adding, "It is apathy of the HPU that in last four EC meetings not a single issue of student welfare was discussed," added Sewal.
He also accused the HPU administration of enforcing government's political agenda in the university and termed it detrimental for students.
