Karnal MC to launch website to enable social auditing of projects

Aimed at introducing social auditing of various development projects, the Karnal Municipal Corporation (KMC) has planned to put details of its developmental activities on its upcoming website. Chief minister Manohar Lal Khattar will launch the website and logo of the local body at a function to be held here on Sunday.

KMC will be the first civic body of Haryana to launch a system where people may have a direct access to the progress and execution of public works. Official sources said the success of the pilot project at the chief minister's home constituency may be implemented in other places as well.

Municipal commissioner Sumedha Kataria told Hindustan Times on Friday that putting development projects details on the internet would ensure greater transparency of tax payers' money.

She said the initiative would encourage public participation in checking development activities and they could contact the civic body officials in case of any complaint.

Kataria said all details of a project - including whether allotment was made to private or government agency, total budget, date of commencement, progress made and deadline - would be put in the public domain for greater transparency.

"Slow progress of public works, poor quality works or materials are among the common complaints by the residents. In a bid to streamline the activities, we have decided to put details of public work started since April 1 this year on the internet," she said.

However, she clarified that owing to absence of information technology (IT) wing in the civic body, professional assistance would be taken for the project.

E-monitoring of waste collection

KMC has also started to equip global positioning system (GPS) in all 26 vehicles engaged in collection of waste in the municipal areas.

Municipal commissioner Kataria said private contractors were paid Rs 25 lakh annually for collection of waste but heaps of waste in different localities reflected poor implementation.

"Total 17 vehicle have already been commissioned with the GPS gadgets while hand-pulled carts would be converted into mechanised vehicles by fitting batteries. GPS technology would enable people tracking the movement of designated waste collection vehicles thus resulting in fixing accountability in maintain hygiene in the city," she said.

Also, the website will have citizen facilitation corner where forms like death and birth registration, house tax etc will be available.
