On July 24, 2012, the high court had ordered the Patiala municipal Corporation to close the garden view marriage palace as it was functioning illegally .

Even during the review petition, the court ordered on October 8, 2013, that the marriage palace could be opened only after its owners procured change of land utilisation (CLU) certificate from the Patiala MC commissioner.

The marriage palace was closed since July 2012 but enjoying “political patronage”, its owners started organising marriage programmes from January 2014 onwards without taking any CLU certificate.

Information procured on February 13, 2014, under the right to information act revealed that the MC town planner is yet to issue any CLU certificate to its owner to reopen the marriage palace. Residents of the area rued that despite repeated representations to the ward councillor and officials, no action has been taken against the defaulters.

“Only MC officials can tell the factors on the basis of which the marriage palace owner managed to open the establishment”, said a resident of the area, Sanjay Pandey, a local BJP leader.

“Marriage functions were organised in January and February at the palace. Besides allegedly functioning illegally, other norms, including playing of loudspeakers at high volume, are often violated”, he said.

When contacted Patiala MC Commissioner Parminder Singh Gill said the strict action will be initiated against the defaulters as owner of the palace uprooted the closure board installed by civic body and have started functioning. “The marriage palace owners have not applied CLU certificate. We have given enough warnings to the defaulters and would move for the ceiling of the palace”, he said.
