Panchkula municipal corporation to go paperless

MC commissioner-cum-administrator Rajesh Jogpal said all the files will be moved in electronic mode right from the first official to highest decision-making authority with digital signatures.

As part of the Digital India campaign, Panchkula municipal corporation (MC) will be the first one to go paperless among the civic bodies in Haryana. MC officials said the implementation of e-office or ‘paperless office’ initiative is aimed at improving the ease of working.

Earlier, the MC was planning the process with National Informatics Centre (NIC), which did not yield any results. But now the work related to establishments, including billing, work orders, audits, engineering files and documents with tendering process will be done on e-office.(HT File)

Sharing details of the project, MC commissioner-cum-administrator Rajesh Jogpal said all the files will be moved in electronic mode right from the first official to highest decision-making authority with digital signatures. He said they have roped in Bharat Sanchar Nigam Limited (BSNL) to provide them with the required functioning of e-office.

“At present, all the files in MC office are created and moved manually. The new system will create simplified, responsive, effective and transparent working environment. It will definitely improve the time of delivery of services. With this, Panchkula MC will be the first civic body to go paperless in the state. We have allotted the work orders to the agency which has started the work,” said Jogpal.

He said four weeks have been given to the BSNL to complete the work in the initial phase. “By next month, majority of the paper work in the MC office will be done online at the back-end portal of the office. The agency in the initial phase will digitise all the office records with basic data used in routine, and will complete the remaining work accordingly in a phased manner,” said Jogpal.

How will e-office work, its benefits

Explaining the system, an official said after receiving an application from a resident regarding a particular work, the dealing hand official will put up noting in e-forms after scanning. The system will also enable the officials of the departments to keep a track of the movement of each file. Besides creating paperless environment, the system will also help the departments in automating other functions like employee management and other related process.

An official linked with the project, on condition of anonymity, said, “Tones of paper will be saved. With this, the documents will need to be disposed in a time bound manner. Electronic files will provide a transparent working atmosphere. The work will speed up.”
