The move is seen as an indicator of displeasure by a section of members to delay or perhaps derail the final passage of the civilian nuclear initiative between India and the US.

The resolution introduced on Thursday in the House by Howard L. Berman, Democrat from California; Ros-Lehtinen; Flordia Republican Ileana and Jeff Fortenberry, Republican from Nebraska, is non-binding. They are members of the House Foreign Affairs Committee, a key panel of the Congress that will approve the final legislation.

The introduction of the resolution comes at a time when the 45-member Nuclear Supplier’s Group is getting ready to debate the Indo-US nuclear deal. International Atomic Energy Agency chief Mohamed ElBaradei is also slated to visit India soon.

The resolution says there should not be any change to the NSG guidelines until the US has “answered all outstanding questions raised by Congress regarding the apparent inconsistencies between the nuclear agreement and the Henry J. Hyde US-India Peaceful Atomic Energy Cooperation Act of 2006”.
